The Stocking Festival will happen at night and there's no large gathering during the daytime. Go to bed between 9pm and midnight. Mayor Thomas will act as "Santa Claus" and sneak in your place to leave a present. He'll only leave a gift if you have socks hanging up on your coathanger. The next morning you can check your stocking and see what you received. The Mayor is pretty cheap so you won't receive anything really exciting.

To get a pair of socks you'll need to become good friends with Ellen. After you have earned her freindship, during Winter 1st through the 23rd between 9am and 11am, go to her house and bring with you a ball of Yarn. Give it to her and she'll knit you a sock you can use for the Stocking Festival. After that the sock will hang on your coathanger inside your house.
