On the morning of the Cooking Festival go to Rose Square around 10:00am. If you arrive any later then noon, you might not be able to participate. The Gourmet will be there and he will tell you what kind of food is being judged that day (jam, confections, etc). Leave the Square and you will return back to your farm house. Make the food you are required to bring and then return back to the festival. Give the food you made to Mayor Thomas, who will then have the Gourmet start the judging. If you win the competition you don't actually receive a prize, but you do get a lot of happy cheers.
Just making a "normal" dish from the Cooking Recipes isn't going to be enough to win. You're going to have to add extras to your dish to boost your chances of winning. Often all you'll have to do is add some Honey (or other ingredients) in order to make a supurb dish. If during the judging Gourmet switches to a sunny mountaintop scene, there's a good chance you'll win. If he's on a rainy mountaintop, your food was the right category but not quite good enough. If Goumet is surrounded by the Universe, you'll definatly win.
After you pass your 5th year, the cooking categories will be randomly selected from the five available.

If you plan on marrying the Gourmet, you must win the Cooking Festival 5 times and complete all 108 recipes in your cook book. Gourmet has an invisible heart that you must also raise.
The only time you can see Gourmet outside of the event is that night after the festival is over. He will be standing near the northern entrance in the Square. This is the only chance you'll get to raise his invisible heart meter. His favorite food is Elli Leaves, so make some ahead of time and have it already packaged in Wrapping Paper before you give it to him. Wrapping his gift will help to increase the effectiveness of your gift. The only problem is you can't store the wrapped Elli Grass anywhere in your house. You'll have to carry it around in your Rucksack until you give it to him.
