Yes, the other town remains open to you even if they are having a festival. So if you like in Kono and wanted to move to Bluebell during a bluebell festival day, you could, assuming it was no Thursday or full-rainy/stormy because Kono's town hall is closed on those days. Also it must be the 23-30 and the first time moving that season. (You can't move on the 23 and then try to move back on the 24 of the same season)

You're completely right, Murasaki, that's what I believe to be true too. The sentence on the other post was the one that made the confusion, but we got your point

Fine, I shouldn't have put in the example of stores being open in the town without the festival. Thought he needed a normal reference on how festivals affect town behavior.
I've been moving back and forth every month and I think one time it was no festival in Konohana but Bluebell had the animal festival. Still was able to move to Bluebell.

I undestood it the same way as go_ask_ashley. I agree with the first sentence, but the second is the other way around. You cannot move if the town you're living in has a festival exactly because the Town Hall will be closed or holding the festival in question. BUT I believe (I haven't tested it not read anywhere, so I could only guess) that you can move if your town doesn't have a festival and the one you're moving too does.

I have not tried to move yet, but I have read that from the 23rd of the current month - the 30th somewhere. I also read somewhere, but I do not remember where that it also mentions through the 3rd of the next month. So whoever gave this option is mistaken, okay. I understood that it was the mayor of the town that you currently live in. I also read that it does not work on all rainy of festive days. You've got to wait for the town hall to open and talk to Ina or Rutger over the counter from the 23rd to the 30th. Sorry if this has been mentioned before.
