I am the same way. I do as many request that I can possibly complete. If I have the item in my bag or storage, I take the request. If I know that I can catch the bug or fish this season, I catch it, and then I take the request.

I restarted my game a little bit ago, but in my first game, I did reach request level 3 by the end of Summer, which I am in again.

So keep stocking up for Rutger's request, but I do not need to stock up for the oracle, who I have not met yet. With any luck, I will be able to get the Master Rod in Fall of this year. Just keep taking and completing these requests.

I will probably just save 10 of both for the rod request. It may be slightly harder to find them in Winter, when I might actually see that request.

Since I will not meet the Oracle until year 2, and I would still have to get my friendship with her high enough, as well as my request level. I will probably have no problem finding those 10 old balls, I assume that her request will be up on the message board for an entire season, unless I am mistaken?

Out of curiousity, what is usually the earliest that someone usually reaches request level 3? This may help me to know when I need to start stocking up for his master rod request.
He has just reached 2 flowers.

I believe the Oracle asks for 10 old balls as part of the skateboard request, but I never bother hanging onto them because it's usually pretty easy to find 10 new ones in a season.

I have obtained a large amount of old balls and rubber boots.

I know that Rugter wants 10 of both for a rod requests.
Does anyone else requests rubber boots and/or old balls?
If so, who, and how many?

I appreciate any help with this.
