They are totally new characters and aren't related with the ones from IoH. Some of them are a little similar (for example; Lloyd-Vaughn, Dirka-Pierre, Agi-Denny), but they are not family.

I thought this game would be somewhat a continuation since Chen and Gannon are present. Such similarities! @_@ Anyway, thanks for answering my question!

These are really nice sprites ^^ Yeah, he is. You can meet him there where the horse races are. He walks there every day, I think. However, you cannot befriend him. He (and Pierre/Chen/Gannon) doesn't have the FP.
