The powersaves is a USB->computer tool that can read/write 3DS cartridges, so it doesn't directly work through the game system, like a lot of cheat devices for the DS and older systems do. Thank goodness.
It can create back-ups of saves (just read) or modify saves (read and write). It's connected to a hosted server so it needs internet to write saves.
For Trio of Towns, other than just creating back-ups of saves to restore and have multiple save files... Powersaves can do the following: (warning, this spoiler tag is really long)
The Item Slot 2-11 at the end being a repeat of the item codes from before. The items go directly into your bag instead of the storage bin, which is nice because it can potentially over-write items, so I always deposit items from my bag into my storage so I don't lose anything. In SoS it went into the storage bins instead.

Which is, a little bad for juggling multiple cartridges, but you can name the back-ups.

If they're sold on Amazon and Gamestop and so on...these things are legal, right? It's not like emulators and so on where you're basically stealing games (aka: getting them for free). I've heard Powersaves can cause game crashes more often...is that true? I don't know much about it but I agree that getting to eliminate having extra animals by being able to download just the materials and so on that you need from animals you don't want would be WONDERFUL. I'd love to have just one cow and a few chickens and nothing else. If it makes the game more fun to play, I'm all for it. Seems like this would make 'going in blind' a concept that wouldn't actually give me ulcers, lol, as if necessary you could avoid getting stuck for a year on requirements or etc because you didn't know a certain thing in advance.

There's a lot that I love about Nintendo, but they also seem prudishly uptight about a lot of things, lol, kind of like an old lady that can't abide all these youngin's having fun without following the rules she thinks they should follow. Why should they care about Powersaves? I totally get why emulators are illegal, because it's taking games for free, but what harm does Powersaves do them? (I remember way back when I was a kid playing Sierra games on PC, they actually programmed in the ability to cheat. By typing in SUCK BLUE FROG in the command area you could unlock the character stats and change them to make your character as powerful as possible, or etc.)

Hahaha! No that's pasted from a document I have on my computer. The powersaves site has a text version of all the saves it has, but I tend to modify it a little to easier loading and ctrl+f (because it has that list... ten times. Yeah, they're a completely different world than emulators; the rules section for fogu okays them, actually! Well, it discusses AR codes specifically, but powersaves and AR are pretty much the same in end product. It can explain it way better than I can.
Hnnn I've had my powersaves device for a very long time now, (and used it pretty extensively for certain grindfest games) and I've actually never had an issue with the game crashing due to powersaves use. +if it does crash, then back-ups of the game file can be used to save it.» Can we talk about Action Replay codes?
AR codes and their uses are perfectly acceptable. The AR device is not illegal (unlike the R4 and other flash cartridges) and asking about codes is allowable. Granted, you may receive replies to your topic from other users indicating that you are taking the fun out of the game, but that is one of the downsides to cheating. If you don't know what AR codes are or how to use them, then please read this Wikipedia article. The UNoT forum users are not here to teach you how to use your cheat device.
Apparently there are some games like Sun and Moon that try to detect modified save files, but... again, I've never had a problem, even in those games. All my powersaves are pretty tame compared to what I think they care about cracking down on, though.
The bare basics was it raised the question of whether or not modifying the code of a game on the fly, like the Game Genie did, consituted a derivative work. I think I will, too, maybe. I've gotten a little frustrated with a few spots in the game and this would save me that and let me have more fun where instead I've been feeling overwhelmed and/or stressed...because I don't even want as many animals as I HAVE, let alone MORE of them to get the extra fancy materials. I think any kind of 'cheat' that increases your fun is one to grab onto. I get that suddenly giving yourself everything in the game would leave you little to nothing to play for, but used judiciously I think this could actually make the game way more fun by letting you tailor in or out bits that you love or hate or etc.
EDIT: The more I think about it, the more I like the idea...so ordered one. A lot of people who play these games have a preference between crops and animals...plenty seem to dislike one while liking the other. And IRL a farmer usually would NOT do everything the way our Trio farmer does...you could grow just potatoes, or be a rancher with just cows, or etc...but the game doesn't allow for that...you can't progress if you specialize to that level. But with the Powersave thing, you can if you want, because if you want to be a rancher who deals only in animals and doesn't bother with crops, you can just give yourself the crop or seeds to participate in the Harvest Festival with and consider the Animal Festival to be the real thing for you. This can let people concentrate on the part of the game they love by allowing them to minimize what they don't enjoy, which I think is great. I'm looking foward to getting rid of several of my animals now, lol. I'd love to get by with just one cow and one chicken! More room for crops and maybe even some decorations. :D

Trio of Towns only has "4 days and 16 hours" left until it'll be free to use the codes (assuming you have the Power Saves device, that is) and so if folks are ordering the device now, it probably won't be too much of an issue i.e. get to you after the codes are free anyway.
Pokémon Sun/Moon had some 'packs', but these were awful for both purchasing and basic organization, and appear to be gone now. ...basically pokémon was a complete utter disaster hahaha but I don't ever really see anything super wrong with the niche games.

I messed up my nearly perfect tree and got tired of fertilizing all my crops ahh..I both want to play and am tired of it because I hit a point IDK what I'm doing and I can't make a couple of the things I need to over stupid « Puppy Doodoo » nor keep the clothing stuff in my head right to work on it so I have like ONE non reward/prize outfit...
My brain hates me and I hate it right now. Easiest way to explain that problem I guess?

I think I'd seen someone say it had a monthly fee to cover all the file storage, which is something that had turned me away with the thought if I even managed to at all and then lost the ability to pay I'd lose my files.

I will say that being able to buy something on Amazon doesn't 100% guarantee the legality of it. I've seen flash carts containing the English translation of Mother 3 (a game which was never released outside of Japan) being sold on there, and I'm sure that's illegal lol.
The most issue you'll ever run into re: power saves or other action replay devices is from some other fans that "you're not playing the game right!" and honestly you'll still get that for using some exploits, so it's really silly.

Powersaves are trash. Bad customer service, and break easily. If you're going to hack, do it right and save edit. It will take less time, give you full control over what you are changing in your game, and you won't have to fight with trying to get the powersave online (when they go down frequently for management), receiving errors (and not getting help from customer service), and waiting a dogs age for the codes you specifically want to never come out. And when it comes to games like SOS which are not as popular as other games, you're only going to get the very basics like money editing, and if you're lucky, eventually item insertion for your bag and storage. Where as save editing will give you control over money, farm name, character name, items in your bag and storage, triggering events, your animals stats, villagers friendship with you, and probably more. Along with being free...
Both of these will be useful for giving yourself unlimited save files of your game, which is nice. I would always worry that if using powersaves, and the server went down for maintenance or a crash, that you would lose your file or not be able to get it back until the server went up again... But if you save edit, that doesn't become an issue anymore, and you control where you store your files for whenever you want them again.
