They are really free, for everyone...but only for the first month, so get on downloading them right away.
The only DLC exclusive to the archival edition (and I think as a bonus for pre-ordering digitally) is the Swimsuit Day thing, where you can make an order to force all candidates to wear their swimsuits all the time. (I never wanted that anyway, I don't really like most of their swimsuits and it'd be weird to have them running around in them at all times.)
EDIT: I wish I could remember if crops have to be a certain level to be gigantified. The sweet potatoes that I'm working on are only level 4. The soil quality is pretty high (though not maxed, yet, though I keep adding stuff to raise it) and the size quality is maxed, and they've appeared 'large' for weeks, in-game, but they won't go giant.
EDIT 2: Ha ha, of course. The minute I posted that and then let the game go to the next day, it finally, er, giganted. Became gigantic
I guess it was the soil quality needing raised a bit extra?
