Now, about you being able to use Bluebell pasture while living in Konohana... This IS possible (from what I heard) after you get like... everything else done.
I think the problem considering the usage of both farms for animals is the herding. How to get the pets from one village to the other village? Or how they could herd the animals in two places at the same time?
And living in Bluebell using the Konohana fields is also not that easy, considering the watering two times a day. But if you can't use the maker shed and fields from the other farm it's also problematic. Especially considering trees, and the beverage maker is in Bluebell where you can only plant one fruit tree.
So, there is a kind of logic, that you can use the fields and the maker sheds etc. but not the pasture.

If we should also consider real life... .
Let's put it like this: In rl I live in Europe (I got the game from a friend who came back from the US at the end of September), but I also know japanese farms and rural areas quite well.^^
I think I would choose to go on a visit to Konohana, mainly because of the food. I definitely prefer japanese food over european food, and well, I like the japanese countryside. But I can't imagine living in Konohana or Bluebell, like they are in this game.
