I've tried that for about three Saturdays in a row, and they were all sunny and between 6am and 12pm and it still hasn't worked yet

Cliff's Blue Heart Event
I'm having trouble triggering Cliff's blue heart event. I've tried everything I could think of to try and get it to work. Can anyone help me?
