Yes, but they get less FP. 500 instead of 1000 for a home grown flower, I think. (And I think 1500 for a bouquet.)

Thank you! I didn't save enough home grown flowers.... I kept 3 and sold the the rest. 500FP is still good.

Bought flowers should be okay - the game doesn't know the difference.

I learned found that Flower Day is Westown only. Tsuyu people were like, "...oh. thanks for the present." I didn't have to carry 99 flowers. >_<

The very best you can do for the Flower Festival is to make bouquets (1500 FP, and you CAN use wild flowers for these with no penalty!) and wrap them in the special flower-festival wrapping paper (+200 FP).

I suppose if you get a friendship food buff, it would be even better, but I didn't think of it at the time.
