Galen doesn't give me fishing pole

i talked to him in his house fri after 10 pm and sat after 12 pm. im trying to get all tools mystril but i don't own the fishing rod yet

Unequip any tool you currently have equipped, as the fishing rod goes into your tool slot when he hands it over. Nina also needs to be inside the house when you try to get the fishing pole.
