Well: I wanted to change the weather and went to Alicia. I was in a hurry and just pressed the A button but I noticed two things.
1.) I paid 100 gold
2.) Her chant was "La-lee-loo-La ♪" or something simliar.
I was a bit confused. I tried every day ater that but it just went back to normal. I'm not even married to her...
Any Idea what happened?

Well, sometimes when it acutally is going to be the weather you paid for, it cost less?

Mmm. Maybe I did that? But I always check the weather first and then change it. And the next day was going to be stormy.

Hmm... well I've never changed the weather but doesn't it cost 100G to make the next day sunny and 1,000 to make it rainy the next day? That cost stays the same no matter what the next day will be...? Is it her chant that was different than normal?

i think when you ask her to predict the weather it's free or 100G i can't remember exactly...

if you want it to be sunny the next day, i think it costs 100G

if you want it to be rainy the next day it's 1,000G

I can confirm that if you ask Alicia to make it sunny the next day, she will always chant "La-lee-loo-la!" , and it only costs 100G. Making it rain costs 1,000G, which makes sense, since she's basically relieving you of all your watering chores.

And i like it sunny all the time, because i'm trying to get Alicia to 10 LP and she only tells fortunes when it's sunny.

Has anyone ever wondered why there's never "cloudy weather" or "snowy weather"? :( only sun, rain, and storming. D:

oh, that's a plus. :D ..wait, isn't that just snowflakes constantly falling? XD Like the sakura petals in spring..but it'll still be "sunny" or "rainy".

Is an earthquake considered as a weather? lol. I got it once, althought it doesnt affect anything except that the villagers will be talking about it during dialogues.

No, it's just a simple cut-scene. Nothing really happens besides a dialogue change from the villagers. I was "lucky" enough to miss BOTH earthquakes in spring & summer because i slept at Egan's inn once right before the quake (ceci's quest), and then passed out and ended up at Natalie's house the second time. I also reckon the weather on an earthquake day is always going to be sunny, since it's a cutscene and all. (Alicia is never able to predict them, tho. o.o;)
