Inquisitive Waltz???? (RF2)

Where can I get Inquisitive Waltz??
1-Second Generation.
2-Build a Library
3-Get Striking March from the INN, the room at the right in the first floor.
4-Go to the library and get Inquisitive Waltz.
I tested it and It does seem like you need Striking March first.
