So, I defeated the boss of Padova Mountains and got the Dragon Break spell from the library. I've done everything I can think of, but I can't get under the town! Help?

Build your barn up to 28th floor. There is a hole, I think, and that is Palermo temple.

I can. After getting the spell, build to 27'th and then talk to the mayor to convince him to do the 28'th floor. Then go check it out and there is the shrine!
