If you failed at like cooking and forging and stuff can you still get the exp?

If so, it's very minimal. I failed on turning Tin Waterpot into Lion about 7 times and I'm still at level 2, same as when I started and with a similar/same spot in the little bar below it. So either it doesn't affect it at all or it affects it minimally. It also takes RP unfortunately even when you fail...

Thats how I got my lvl 12 Pharmacy level 
It does give you about 1% exp, same as if you made a lvl 1 thing at lvl 1.

It's depend what version you are.
In RF1, failue is a good way to train Skill (though failue just earn less EXP than success).
In RF2, failue is like hell, you just can get very-very few EXP, and lost energy like crazy.
