Are you supposed to get married in 2nd gen? I have all three of the the guys at 10 but is there a proposal item your supposed to do or get like in 1st gen?

No. Do their last quest, talk to them, and you'll end up at the church. It's not an actual marriage though--just a special little convo event. Nothing much.
