It's probably just his headgear. I don't think that there is anything wrong but he likes wearing his head band lose so his eye gets covered.

His eye is deformed. The left one is okay but the right one doesn't look good, that why he wears the headgear. He doesn't want people to look at his eye with dropped jaw.

I think when his left eye is exposed, his right eye's the one that looks weird. ._. The left one is just so... I dunno, sharp compared to the right.both visible.

I guessed that it was a glass eye. possibly...he was born that way, or his eye was damaged in some way. Either way, I do believe he can't move it.
