Now hold on, remember level is not the issue =p level is only for some extra hp and what not. Wow if your getting beat up with those stats I would suggest moving your blade to the next level or bring some attack boosting foods.
The Ice Snake is basically meant to be fought before the final post game boss so you might not have fun with that boss either. =p But I don't know yet.
By the way, mind telling me how you got each of your items for the Whale hat? I figured I would not be able to get a little crystal unless I stepped farther into Whale Island :/
As for the Rune Blade that's what I'm aiming for as well(I got a Dragon Slayer as of right now =D), and it is the best 1h weapon. There is a rumor that it absorbs RP so you absorb RP as you use it. Most people from what I can tell use 2h swords for the harder boss though, but I prefer 1h swords myself.

The Whale gives you a little crystal after defeating the Squid.
I don't know how far you are in Whale Island and how many Runeys you have, but if you make lots of Rock Rune Stones and bring them to the rock rooms in one of the towers (forgot it's name) you can get some little crystals there (but not always).
As for the Rune Blade that's what I'm aiming for as well(I got a Dragon Slayer as of right now =D), and it is the best 1h weapon. There is a rumor that it absorbs RP so you absorb RP as you use it. Most people from what I can tell use 2h swords for the harder boss though, but I prefer 1h swords myself.
I have one and at first I was confused what they meant with Rune Power. But I found out that after you defeat a monster, it might leave behind a Rune to restore RP.

Whale hat ingredients:
Platinum: very easy to find in the snow ruins while smashing rocks with a golden hammer. Found on B3F and below. (More frequently on lower floors)
Emery Flower: grew it in the green ruins and put formula C on it every day until it bloomed. Takes forever, but what are you going to do?
Diamond: harvested from my tame monster box. Also found from Bianca's treasure hunt or rarely when smashing rocks.
Emerald: same as diamond, but received from Bianca in a request letter rather than treasure hunt.
Ruby: same as emerald
Sapphire: same as emerald
There's a treasure chest on either B3F of B4F of the snow ruins that often has a little crystal in it. It's at the west end of a long hallway, and I feel like it's fairly close to the entrance to the floor. Sorry I can't be more specific off the top of my head... Anyways, I've found three little crystals there (lv. 1) and found another one while smashing boulders of B5F of the ice ruins, and that one was lv. 7. :D So I haven't gone past WI drain, actually...
*sigh* I know that level isn't really the issue. I could -probably- beat the ice snake right now, but it would just take so many E. drink X's... I want an easy victory.

Maybe I'll try again later today and see if I can lure the thing out of its danged hole - I didn't know about that strategy when I tried earlier. And I (once again) forgot about stat-boosting foods. Thanks for the reminder! And maybe I'll try crafting higher-level versions of my current accessories - I have much better quality synthesis items now. (except for that emery flower... It would take so much time and money to level up...)

=p I better go ahead and just grow some lamp grass now then because that's the only thing I'm missing in that list. Thanks so much guys! =D Oh and Muki you almost gave me a heart attack when I saw that I needed an Emery Flower. I don't want to even go near growing those things. @_@ Even though it would get my relationship with Mist done faster.

Well for just basic farming, pick a area that's not so far in the area and very close(for example the little field at the beginning of the grass ruins is a really nice planting area.) and if you have plants growing in there that go for around sixty days, try giving them faster growth items.

Are you taking care of your runeys correctly? You gotta make sure your areas stay in prosperity or things will take forever to grow. And remember that green ruins is only spring themed.

It's complicated... There's a runey guide stickied at the top of this forum - go check it out for all the info you need to know about runeys. ^^

Yea they're pretty rare. I think that's the Tower of Glory. It's the only tower where you can get higher level little crystals which I think is level 8.

Um, does anyone know where to get some silver?
I'm only up to Lava Ruins atm [winter too. yeah I suck. xD] and haven't explored much, but I can't seem to find any, when I find sapphire and diamonds everywhere x__o
