How do you get her to move in with Mist? Does she have to be at a certain heart level?

Her LP needs to go a little over 7 and then she'll move in with Mist. You'll see an event after leaving your house once she reaches this level.

Irises will live in Strawberry room, Minerva (Tabatha's younger sister) will move into the Turnip room.
And yes, Anette will end up living with Mist. XD They become friends. Lots of people have new/more friends in RFF as compared to RF1.
