If you are already married and have a kid, can you still activate other villagers marriage? i.e. Merlin and Celia..? I'm married to Rock and its Year 8 ==.
AND
Can anyone who has gone pass year 8 tell me what the themes are starting from year 9 onwards in Cooking Festivals?

Yes, you can still get the rivals married.

I believe from year 6 and on, the theme for the Cooking Festival is randomly chosen from the previous themes.
