I think the reason why they draw them in chibi style is to keep their ages vague. Because after 3-4years the characters would all age and become older. Not to mention the player can possibly keep playing for an infinite amount of years. If say they were in their early-to-mid twenties at the start of the game, they would be too old to marry in 3-4years time. Especially the girls/women. Most of the women would probably be considered old hags in Japanese society by then. However your example of the artstyle of MM still does not explain why they do not look like adults, especially when you compare the artwork of the other characters in MM. Sure the other characters are drawn in the same chibi style as the marriage candidates are, but everyone still looks their age when scaled down to chibi style. However the marriage candidates in MM still look like teenagers just like the marriage candidates in all other HM & RF games.
