You have to have I wanna say 3 hearts for a guy/girl and then they will ask you to the festival

I think it's on 13 Fall. You go to the top of Mother's Hill between 6pm and 12am and the girl with the highest heart level will meet you there and ask if you want to gaze at the moon with her.
