Just fish where he lives, in that pond, and sometimes you'll get that :!: , followed by a flash or two of light, and then he comes up, ive done it twice already.

You cant fish him up with a normal rod though.....has to be a level 2 and above....

Really? i think i fished him up with a normal rod, or was it a copper one? i cant remember, does the higher level of the rod increase the chances of fishing him up?
