Just posting to confirm that it was, indeed a horse stable, which was later scrapped from the final version of the game. The designers left it in as an oversight.

There is also a similar building near the pyrotechnics' tower which was originally going to be their home, as well as the house near the mansion that was meant to be Sebastian's humble abode.

and the forest thing... maybe to accumulate flowers, to give a... 'home' to Mukumuku and the harvest sprites who live in the biggest tree in the HM world o.O... I dunno.
