This happened to me too
I got it in summer, so I missed the first horse racing in Year 2
lol
once I talked to him and May, both in front of and behind the counter, I got it within a week...

I swear i never did, he came like a week or two after the game started.

Maybe Barley just doesn't like certain peole *coughHMMcough* so he gives them horses so thay won't talk to him.

Lol, maybe. I never talk to him or give him gifts, the horse must have worked.

Every time I start a HM Game, I go and talk to everyone...
You had to at the beginning of HM SNES, so I guess it's just caught on lol

Same here, and I start befriending them right away.
I think I might of gotten the horse once before without talking to him.
Or I did, and I just forgot, but then I erased the file, so I started a new one.
And I waited and waited and waited.
He didn't come, so I went and paid him a visit to ask him where the eff my horse was.
I talked to him, and he came the next day.
Theat's where I got the "have to talk to him to get the horse" idea.

My brother started playing about a week before I did
and he got the horse...
I didn't and was really confused, so I went and spoke to EVERYONE I could find, and then within about a week, I had it

That's so weird.
Maybe it's a random person you have to talk to in the game.
Once you start a new game, it's a new person
and if you find them and talk to them, you get it...?

Well, I suppose (humoring me that thie random person scenario is true) it's not really mandatory for you to have a child.
So, the kid isn't an actual character until you're officially married.
If that were the case, I don't think the kid would be a candidate for that, since he doesn't really exist until you decide you want him in the game.
Or, if I'm all off and it CAN be the kid...
What if it were Lou or Van? D:
