I don't know for sure, but if I had to guess, I'd say you'd have to befriend them to the maximum.

Yeah, I alway have my bithday in Winter (because there isn't much else going on) and I don't get birthday cards until the second year. Meaning it takes me more than a year to raise their FP high enough.

Really? Maybe the FP doesn't have to be very very high, just maybe around 50 FP.

I always get a new year's and Birthday Card from almost everyone...?
this is random... I always thought FP was the main contributor as to whether you received the cards or not...
And I've never had an anniversary card...
