Does this really increase the affection gained for giving them that gift or is it just a waste of 100G?

Its plus 25%, like Samurai Goroh said, so if the gift was worth:
+800 LP....... wrapped is +1000 LP
+500 LP....... wrapped is +625 LP
+300 LP........ wrapped is +375 LP
Now its your choice to think if its worth it or not.

I beleive Malak was speaking about that he or she doesn't find 25% extra worth it on normal days as opposed to Birthdays when there is a much larger boost per gift when 25% would be useful. I think you may have accidentally misinterpreted it as if Malak thought it didn't work at all on normal days.
