If the tool has the required amount of experience and you don't mind waiting a bit, then yes.
The time and money it takes for the tool to be upgraded multiple levels is less than the all the individual upgrades combined, so it's more cost and time efficient to upgrade multiple levels.

Really I didn't know that. I usually don't skip upgrades
In this game, I think you can go straight to mystril with no disadvantages, in DS/C, if you skip, you'll miss out on being able to use the tool necklace.

~I agree with that. You need the amount of experience first and it may take a little while, so if you have the time and the patience, then yes.
Yea, I'm up to gold upgrade with my scythe after like a week or two, so I'm saving up enough for that upgrade. But my ax is taking so long to upgrade. Watering can is silver now i think. That's what i upgraded first.
