He's at the giant waterwheel that you see when crossing the bridge to get to Marimba and Horn-- if you go down to the little shore by the river that the water wheel is turning at, you should find him.

That's really weird! Are you sure you've met everybody in town and around the island that you can meet at this point? You can't meet Luke until you do the Green Bell quest and you can't meet Phoebe until after the Red Bell quest.

Yeah i am positive that i met everyone, with cutscences.

Did you talk to Ramsey and get the cut-scene about your character asking for the whistle?
