Ok so it's like the 15th of Spring and I'm trying to load the 17th's weather so that it is rainy and I don't have to water the crops. But the thing is it keeps giving me sunny!

I have a chick born on the 16th and 18th Spring is the horse race, do these have anything to do with the weather being sunny on all my reloads?

Sometimes weather just refuses to be a certain way without a great deal of trouble. Eventually if you kept reloading it would show up as rainy, but only if there is no major event/festival the next day since they are always sunny (this answers your question on if the Horse Festival will be sunny or not as well). As for your chick being born it can be any weather type.

It's cursed or fixed I can assure you that I reloaded 100 times and it's still sunny. I experimented with my other file that is on a different date and easily loaded up rainy day.

On the 17th, the mayor comes and asks you whether or not you want to enter the horse race, because of that event, it will always be sunny on that day.

The chick being born has nothing to do with the weather. All that matters is that the egg has been incubated for the past three days. However, I have not ever tested to see if the chick is still born on the third day if that third day is a typhoon or snowstorm.

No, it's not born that I know of, as you can't leave your house. I *think* it waits until the next nonstorm, nonfestival, nonbeforethefestival day, THEN the baby chick hatches.

But your character isn't seen leaving the house, he/she just appears in the coop, so it may be possible. You may be right anyway, but the best way to find out is to try it out.

In DS, I remember the chick being born on a storm day. Everything went like usual, except there was a storm noise. Then, I got sent back to my house, where I couldn't leave anymore. That's for DS though, dunno for FoMT.

Yeah, it's possible to be born on a rainy day.
Fairly sure on a really bad day, too (snow storm, etc.)

And festival days are always sunny.

EDIT: I must not have been paying close attention, because most of what I just said was stated already.
Oops, sorry...
