It took me 2 boxes of Horsea, 2 of Natu, and 1 on Igglybuff to get half my team hatched last night. I started on Pichu then remembered "zOMGoodness, Volt-Tackle!!!!111!!!"

If its the event pichu, you have to get him to like you then evolve him to breed him. Or you could have someone send you a pikachu.
