Because he had a pet falcon in one of the early games.
I think it was 64 or BtN.

it was 64.
for BTN, they changed up all the characters and made cliff super emo, and then when they ruined BTN in (M)FoMT, they kept that.
i didn't even like 64 cliff, but now he's so much worse... D:
