Yep. The official site doesn't say anything about them being marriagable. In WB you also couldn't marry the main characters and you had only 5 bachelors/bachelorettes. So probably marrying them isn't possible. But I'm not 100% sure.
I don't think that means that they're going to be candidates, because AP gave the main characters personalities and never had the opposite farmer show up in-game.
It would be cool if, for example, you were a Bluebell girl and the male MC ran the Konohana farm.
Well, if you really can move your farm location, or eventually own farms in both towns and switch between them (not confirmed yet, but suggested), the opposite gender MC's appearance is going to be very unlikely. Which is too bad, because the boy is cute.

Yeah but IoH/SI and VoT are completely unrelated. From what we've seen, Wind Bazaar is the closest thing we've ever had to VoT so that's what's mainly used to compare.

I havent played Wind Bazaar are really did much resarch on it (since it looks like they might not be making it for the US) so i really dont know anything about the similarities.
