Probably similar characters by occupation/status, but the character holding that role being different in some way from previous installments.
A good example is RF1's Tori and RFF's Selphy. Both love books, but their personalities are on opposite sides of a spectrum. The main heroines are another example. Mist and Mana may be the first girl to be in contact with the protagonist, but their personalities are different from each other.
I think this is another case of sarcasm.

Ah, that's true with Selphy and Tori...

But there are cases in which two characters with the same job are very similar.
Like Mana and Mist; they both love turnips and they're a bit wack-o in their own way.

Not to say that they're identical... You can't compare
the boring Mana to Mist.
Also, with Herman and Jasper (that's not the best comparison though, is it).
I agree with you!
Like Rosalind and Bianca. They both take the "rich girl" role but they're certainly not the same.

basically this
they're not going to make a bunch of new characters when making new characters but using some personalities of other characters from earlier games is so much easier. i think she's a rather cool character, very sweet.
so just because she runs/loves the bath she's the same as melody? :/

When we first found out about RF3, it was already 80% done in development. Saying they'll take longer because of characters is ridiculous. Most of the time spent was on the actual gameplay and mechanics (which surpassed all RF games in terms of combat).
They do this (in bold) because they know they can get away with it and spend less money overall, it's what Marvelous has been getting away with for years for crying out loud.
Persia is like Melody in that she is bubbly, loves baths, and is secretly lonely. Julia had a different personality that made her different from Melody, even if she still fit the arch type of 'happy, loves bath, lonely'. Persia is a recycled Mist shoved into the bath owner arch type.
