Yeap! Mucho (Enrique ¬¬) will sell level 0.5 seeds, which produces level 0.5 to 1.5 crops (depending on how you take care of them, water twice and use fertilizer)...you can put this in the windmill by the waterfall to make level 1 to 2 seeds, which produce higher level crops and so on!

2 questions,
how many times do you use fertilizer to make it to 1.5 stars, and when do you get the windmill by the waterfall?
Also you can't really level it up. It doesn't let you lay them on top of each other, you just get a 1.5 crop (maximum from Mucho shop?) and turn that into a seed which can get higher level crops and do it over and over, pretty much what Satoshi said.
