I've been playing it in Japanese, and it sucks I can't read anything (really, there's nothing I can understand), but overall it doesn't hinder the gameplay.
Probably 1-2 years from now it'll get released in English.

It takes good aim. Make sure it's going to land exactly within the feed bin/area or it will just ricochet. Make sure you're using the correct feed bin, too- in Bluebell, you can only use "assigned" bins for your animals. The first 4 animals will use the top left bin, so make sure that's the one you're filling. Ah, I see. Which animals are you having trouble with? As long as you throw it reasonably close to them, they should find it. The ones that make noises will squeak/etc when they notice it. If you're having trouble with ducks, make sure it's the right type of fish; they only eat Wakasagi (ワカサギ) and Medaka (メダカ) fish (I had trouble with that for a while). For other food types, refer to this topic.
Particularly the bear, I guess. Assuming it likes fish (if not then I'm an idiot), I've tried throwing the food toward it, but all it does is sit down or rage at me. Do some of the more angrier animals refuse your food unless you befriend them first?
