I was wondering if it would be against some kind of rule to be advertising for art commissions in the fan art section. I checked the rules, but I've found nothing relevant to my inquiry. This just seems like something that would be wrong to do, but I figured it wouldn't hurt to ask.

You are correct. This is a free Harvest Moon help forum and not really a place to sell your craft.
