When is it ?

It's in Spring. Starts at 10AM iirc. You need to at least have a certain amount of hearts with them first, haha.

I think they'll send you the invitation in early Spring, and whatever day you like (during Spring), you can bring it to them to start the Tea Party.

Every year.

Also, I can't remember because I never tried visiting them on these days, but I'm PRETTY sure you can't see them on festival days, because their hut's locked. At least, it was in BtN, so I'd imagine it'd be the same in the GBA versions.

Yes, that's true, if it's locked, obviously you can't get in.

I've been able to visit them on festival days before they started, I think.
But you need to be friends with all the sprites for the invitation and the Tea Party only happens when all of them aren't working (kinda obvious, I know :])

In my experience you'll need them all at at least three hearts before they'll invite you. (Try honey and flowers ) After a while you'll get an invataiton in the mail.

That makes sense, they'll need 3 hearts to work for you, so 3 would get you the invitation.
I usually give them flowers, there's plenty, but the yellow sprite (Hoggy) doesn't like them, he likes food.
