After you are married upgrade your house and then after a full season you will be able to purchase the baby bed. And the blue feather is availible in Chen's market when a bachelor/bachlorette is at red heart level or you have done all 4 heart events.

The answer for Twin Villages is:
You can purchase the blue feather from one of the Ucho brothers after your prospective spouse hits a certain level of flowers, orange I think.
Airin will offer you the bed upgrade to a triple sometime after you are married.
