Yeah... I'm stuck on Spring 13. I woke up in the morning for the mayor of Konohana to suddenly ask me something. I'm on my first year, but I must say... what the hell does he want )8 He keeps asking me for something of 2 but i'm not sure what he's asking D: Am I suppose to give him something or what?... I really need help ><

Wait, the mayor of Konohana is a girl. Bluebell's mayor is a boy. (Konohana = Ilsa | Bluebell = Rudger)
13th of your first year? Well, the thirteenth is the cooking festival, so s/he's probably talking about that. Pretty sure you pick the first option, but it's been awhile since spring year 1 in my game >< S/he may give you ingredients, and you would cook with them so you could enter the cooking festival and (hopefully) win!

But I'm pretty sure s/he's chattering about the cookin' festival against Bluebell/Konohana. That, or s/he wants to tell you how to use a tool, ect.
