I've heard that yes you can ride it.
& Im pretty sure you could race w/ it since there is a racetrack

I'm pretty sure I was a video with your main/c riding it awhile back ago. you can youtube if you want to be sure tho =3

You can ride it everywhere and there is a horse festival, too.

Well you could ride it to just the area outside the bazaar. Nothing wrong with walking.

Well just before bazaar grounds sounds great to me its like a compromise =3 There mostly alot going on in that area so having the horse might be to much for the area to handle.
