It's a request from Airin at the beginning of the month. I'm not sure but I think it was available from the beginning... It's rank "S" and requires 1,000,000G, 30 2-star material stone, and 30 2-star lumber. This means you will not be able to collect the necessary materials until year 2.
If you've already upgraded one house, you can upgrade the other one without a request by having a child and trying to move to the other house. The mayor will give you the option to immediately pay 1,500,000G to automatically upgrade the other house.
I'm not sure what happens if you upgrade the house before marriage. It's too late for me to check that. You may be able to upgrade the other one with a request, and you'd probably save 500,000G.

Yes, it is. u_u I accidentally accepted the house request when I only had 100,000G saved up and thus wasted a month with no upgrades because there was no way I could earn 900,000G in a month...
