You can't, the weather trick only works in older harvest moon games when you save before you go to bed two days before the storm. Weather is set for quite a few weeks in advance in the newer games.
I like Celia! Celia means Heaven, but can also mean sick or musical. This applies to the Harvest Moon character nicely because she is sickly, but beautiful. I'm not sure how musical plays a part though....

Say you're on Spring 14. When you wake up on the 15, Spring 21's weather is already decided, since there's only 6 days between Spring 15 and 21.

I think if you give gifts to the Harvest Goddess, there is less chance of a typhoon. I have kept her friendship up and given her gifts she likes several times a week. I haven't had a single typhoon and I'm halfway through my second summer. In many of the previous Harvest Moon games, the Harvest Goddess has had influence over weather, so it makes sense.
I think something similar applies for the witch princess and/or witchkin and blizzards. (I had a blizzard at the beginning of my first winter and my friendship with both of them was low. I improved it, and I didn't get another blizzard). They even say that Witch Princess caused the blizzard because it was Witchkin's birthday.
