Is it possible to raise both crops and livestock in either village?

Yes. If you're living in Konohana then you'll have a quite large planting field (starts at around 60 squares and can be expanded), but you'll only be able to raise a small number of animals (I think the max was two chickens and 4 large animals, including sheep, alpaca, and cows). I haven't lived in Bluebell before, but you have a considerably larger capacity for animals, but less than half the farming space when you start (about 26 squares, but you get a few more).
Note that if you live in Konohana, you can still go over to Bluebell and use fields there for planting (although you will only be able to keep animals in the Konohana stables). Likewise, if you live in Bluebell then you can use Konohana's vast fields for planting, but you can only keep animals in the Bluebell buildings.

I've yet to try it myself, but I *think* that if you're wanting to do both the max number of animals and crops at the same time, you could max out the Konohana fields and makers, then move to Bluebell and raise animals there while using the Konohana fields. Because the thing is, if you move from Bluebell to Konohana your animals move with you and the ones there isn't room for in the small Konohana barn are "watched over" (ie, put on hold in an indeterminate location until you move back). If you move from Konohana from Bluebell, however, I've heard all your fields remain available, and so by doing this you could get the best of both.

I think dual-town ranching is more practical after you open the tunnel, though. I tried using Bluebell's fields for some flower-growing for about a season or two, but I eventually stopped because it was too tedious to go back and forth over the hills so often for watering.

I'm not sure if I'm right, but I have a feeling that the crops grow faster in Konohana and longer in Bluebell.

That has not been my experience. They're the same for me. The difference could be that the one you're living in is more convenient to water twice? Watering more often definitely speeds up growth.

Lol, that's the main reason why I quit dual-town ranching. Get up, water Konohana crops, commute over the hill to Bluebell to water crops, check request board, socialize, go gathering, commute back, water Konohana crops again, commute back and forth to Bluebell again to water... it eventually became too tedious to be worth it.
