Problems with Ash's flower events

Okay, I am having issues activating Ash's first flower event. Okay this is what has been said on Rhea's guide:
Where: Plaza
When Wednesday
Time: 11:00 to 16:00
Weather: Clear, Snow
The day is Wednesday in my game. I keep on resetting it to beginning of the day is because everytime I pick Plaza. I get the scene where they are just talking/whimscal music. No event music playing or my character being asked questions. Is the Plaza even his favorite spot? I know Ash's flowers are purple and I know what I am choosing to active the date. But I'm getting nothing.

That is where it is located. Have you talked to his sister yet? She is involved in the event.

No, I did not know that the sister was involved. Thank you for clearing that up. (Also, I think the problem is as well is that its a sunny day and not clear. But I could be wrong).

Edit: Also, do I need to be friends with Cheryl? Or do I just have to talk to her?
