How do you propose to someone in this game?

please help,im getting trouble to propose someone!~~

Also, if you're going by the requirements in Rhea's guide and having trouble, some of the listed friendship values are off. For example, family members of the candidates need four flowers instead of two in order for the candidate to accept your proposal.
