If is is snowing will the event of me asking him to the Starry Night festival still occur?

Do you mean will you be able to ask him? Since he only appears when it's sunny, I don't think so...
I haven't played this game in ages, sorry. D: I feel like I'm forgetting something important, here.

You mean on the day you ask him, right? I would say no since he only comes on sunny days.

Though if it's sunny on the 22nd, and you wait until midnight (calendar changes to 23rd), and you ask him, I think the event still works.
I've heard people do this, but I've never done it myself. So I'm not completely sure about it. @___@

Well I saved on the 22 and it was snowy which was a bad idea because he didn't come and then on the 23 there was a blizzard so I couldn't ask anyone else, either
