Maybe since it is a new thing they didn't want all the guys to have it. And I can understand the "Special" guys not doing it. But what's up with Kamil? So Chihiro is man enough to propose but he's not . Or maybe they just couldn't think of what they would say. Either way I don't think an official reason was ever given.
