Chelsea..Help

I cant get Chelsea. i have all bridges built, all other main characters, and Inn upgraded. I just dont know whats wrong so any help would be grate.

Yes. I literally done everything that the site says. As you can tell this is my first time playing this one.

How long ago did you fulfill the last requirement?
