I have a question. If a minor made an account on here, but their gardian did not give them access to the backfence, chat, or private messaging, would the minor get all of those things once they turned thirteen?

Not by default, because birthdates are not registered in the system. I have no idea how old the person is or when their birthday was.

If the parent/guardian has it disabled upon registration, then there is probably a good reason for it in their point of view.
